The Taxpayer Advocate Service (TAS) delivered this seminar at the IRS Nationwide Tax Forum in Orlando, Florida, in July 2010.

The IRS can file a Notice of Federal Tax Lien (NFTL) when a taxpayer owes a tax debt. An NFTL can be an effective collection tool but can have a devastating impact on the taxpayer, affecting a taxpayer's credit, his or her ability to get financing, find or keep a job, and secure housing and insurance. Ultimately, the NFTL can lead to non-payment of the tax bill. In this session, you will learn about how and when the IRS files liens, options for releasing them, and when it is appropriate to request a lien withdrawal. This seminar will help you help our clients deal with this issue, and to know when it is appropriate to ask for assistance from the Taxpayer Advocate Service (TAS).

By the end of this presentation you will:

 

  • understand the legal basis for a Federal Tax Lien.
  • be familiar with the long-term impact that a Notice of Federal Tax Lien (NFTL) carries.
  • understand IRS policies and procedures for filing a tax lien.
  • know the Internal Revenue Code sections relating to lien certificates.
